You *have* to pay an account activation fee of $5.00 by credit card first.

Then, payment options on a live AdWords account are:

1) post-pay by credit card (submit credit card details and you are billed for clicks after they happen, no up-front payment)

2) pre-pay by giving Google money in advance of clicks and letting the money you paid be used up
